Broad-based black economic empowerment (BEE) is a Government initiative to advance economic transformation and participation of Black people in the South African economy.
B-BBEE is governed by the following:
The Broad-Based Black Economic Empowerment Act, 2003 (as amended);
The generic Codes of Good Practice on Broad-Based Black Economic Empowerment (BEE Codes). The revisions to the 2007 version of the BEE Codes were issued on 11 October 2013 and came into force on 1 May 2015; and
Certain sector-specific Codes of Good Practice (Sector Codes). An entity operating in a sector with a Sector Code will be governed by that Sector Code and not the BEE Codes.
A number of the existing Sector Codes are based on the Original Codes but it is intended to revise all of the Sector Codes with the BEE Codes.
The BEE Codes contain a BEE scorecard with five elements. A company is measured against the scorecard in order to determine its BEE score. Skills Development is one of the elements to improve the BBBEE scorecard of a company. A company can obtain 20 points for skills development.
However, this element can be the most expensive element which can have a significant influence on the cashflow of any company.

Quest College of Technology is accredited with the Quality Council for Trades and Occupations, and furthermore, is 1 of only 6 Skills Development Providers who have received the accreditation status to offer a number of legacy qualifications.
In addition to the legacy qualifications that Quest College of Technology is able to offer, it is also accredited for the following three QCTO qualifications:
The qualifications will be offered in hybrid mode via e-learning or online and in-person or face-toface. This includes the knowledge and practical components for the occupational certificates. The two legacy or historical, provider-based qualifications will be offered fully online.
An integrated approach to offering the 3 Components of Competency of the occupational certificates will be implemented, i.e. selected modules of the knowledge and practical components of the qualification will be offered and internally assessed (through an Internal Integrated Summative Assessments (IISA’s).
The workplace experience (i.e. the placement of the student in a workplace) can be implemented simultaneously and/or may follow on the knowledge and practical modules. As a result, the 3 Components of Competency of the occupational certificates can be structured in a manner to accommodate the requirements of both part-time and full-time students.
The Internal Integrated Summative Assessments (IISA’s) will comply with QCTO and Assessment Quality Partner (AQP) assessment policies, procedures and standards. The latter approach will be implemented in consultation with the AQP. The occupational qualifications, registered on the National Qualifications Framework, are assessed through a single External Integrated Summative Assessment (EISA) in coordination with the AQP and certified by the QCTO.

Tshwane Institute of Technology was founded in 2005, registered with the Department of Higher Education and Training (DHET) and accredited with the Quality Council for Trade and Occupations (QCTO). The College is in the ideal position to present bursary, learnership and skills programmes in line with the Skills Development Element (Code 300) of the BEE Codes of Good Practice which was established on the 31st of May 2019 and became effective as of the 1st of December 2019.

RECOGNITION OF PRIOR LEARNING (RPL)
Quest College recognises historical injustices and will meet the national requirements for Recognition of Prior Learning (RPL). RPL applications may / will be assessed for the following:
- RPL for accessing the qualification based on whether an applicant’s informal learning or non-accredited formal studies are assessed as being equivalent to the prerequisite qualification.
- RPL for accessing the qualification based on work experience; a minimum of 2 years’ experience within the industry in conjunction with the academic record of the candidate.
- The implementation of advanced standing in instances where the candidate does not meet the minimum entry requirements.
Credit Accumulation and Transfer (CAT) will also be applied where relevant. In this instance, credits towards a qualification will be based on relevant modules that have been successfully completed at other accredited and registered Post-School Education and Training Institutions where modules are equivalent in NQF level, content and standard to the comparable modules offered in qualifications that Quest College are accredited to offer.
